About the Project: Resilient Municipality and Public Administration in the Eastern Partnership Countries

The Union of Towns and Municipalities of the Czech Republic is implementing a project aimed at transfer of experience from EU towards municipalities within the Eastern Partnership countries. This project is an official part of this year´s Czech Presidency in the Council of EU and is being implemented under the auspices of the Czech Minister of Foreign Affairs Mr. Jan Lipavsky.

The Resilient Local Government and Public Administration in Eastern Partnership Countries project aims to create suitable conditions for effective and resilient local governments in the countries of the Eastern Partnership Associated Trio (Ukraine, Moldova, Georgia). It focuses on crisis management and resilience building in connection with the ongoing war in Ukraine, aims to support the transfer of the most up-to-date experience among participants and help establish international connections to aid rapid reconstruction of Ukrainian cities and municipalities in the spirit of the “build-back-better” principle.

Dates: November 2 – 4, 2022

Organizers: The Union of Towns and Municipalities of the Czech Republic (Project Coordinator), the Liberec Region, European Committee of the Regions, Ministry of Foreign Affairs, DG NEAR – Neighbourhood and Enlargement Negotiations

Venue: Prague, Liberec, selected municipalities in the Liberec Region

Activities: opening reception, conference – hybrid format, field trips to selected municipalities within the Liberec Region – members of the Voluntary Associations of Municipalities (DSO)

Activity schedule:

· 2nd November 2022, Prague: Event’s opening ceremony in the form of a reception at the Ministry of Foreign Affairs with the participation of the Minister of Foreign Affairs

· 3rd November 2022, Liberec: Meeting of the CORLEAP Conference of Regional and Local Authorities of Eastern Partnership Countries

· 3rd November 2022, Liberec Region: Field trips to selected municipalities in the Liberec Region with focus on showing examples of decentralization, crisis management, energy and waste management

· 4th November 2022, Liberec: Conference “Perspectives and transfer of transformation experience in relation to resilience of local governments”. The conference will feature 4 moderated thematic panels: Ukraine I - Crisis Management / Ukraine II - Reconstruction / Management and Energy Self-Sufficiency / Waste Decentralization
